Determining relationships is all part of algebra and functions. Your mathematicians will decide the type of relationship between airports and population and translate what the slope and y-intercept represent. The problem is multiple choice and provides several answer selections for them to chose from as well as one fill in the blank. This activity can be used after the Delivering the Mail lesson which practices linear functions in a similar fashion.
